A reactive control system with strong control at low air speeds has been incorporated. The (Super)Draco thrusters located in the interstage bay near the grid fins offer maximum control moments in their position. In coordination with engine tilting, they provide controlled turning rotation, translation, or both. Thanks to Forest-Ka for the Falcon 9 base geometry used in this project (http://contest.techbriefs.com/2015/entries/aerospace-and-defense/6204).
