These things are very handy when doing water changes etc. They keep hoses in place either in the aquarium or in the bucket. The larger one has a very gentle curve and support to stop the hose collapsing from suction (when using it as a siphon). The smaller one is for 1/4" water filler or water filter lines and will hold the tube in a bucket. The clamps are designed that you can fit a hose in from the middle (you don't have to thread it through.
