This will allow you to convert the smooth "pulley" (two bearings pressed against each other) to a real toothed pulley, reducing X and Y axis vibration and noise. A toothed belt should never ride on a smooth surface, especially under tension. This allows you to use the stock bearings without any modifications and still have a toothed pulley. Whether you are using the stock Y and X idler mount or an upgraded Y or X tensioner, this is a must-have to ensure your belt lasts long and reduces noise from the teeth chattering on the bearing/pulley.
