This unfinished head is considered to depict Queen Nefertiti, who can be identified as a teenager from the slight smile.  The original sculpture was found in the workshop of Thutmose in Akhetaten (modern day el-Amarna).  This work would have been part of a composite statue of the Queen and would have certainly been adorned with her tall, flat-topped crown.
