This setup works perfectly, with no sideways or up/down movement at all. The paper tape fits snugly into place, and holes are still clearly visible against the blue background, making it ideal for detecting them. To make things even easier, I plan to mount reels on a bar so that I can simply slip the tape into these holders. When 50 parts have been used up, I can just slide in a new 200 mm long piece of tape - the SolidWorks source code is included for convenience. Some paper tapes are a bit thicker and need a bit more persuasion to move smoothly. No problem, though - all it takes is a screwdriver to gently coax them along. Alternatively, if you have access to the SolidWorks file, you can edit it to adjust the 1mm size to something like 0.6 or 0.75 mm - that should do the trick nicely. If you're interested in seeing how I handled the issue of the hole being partially covered, check out my other design for a version where the hole is fully visible.
