In 1989, my CRX features a small plastic anchor that secures the headlight adjustment screw within a sheet metal panel. This component is likely common across various Civic models throughout multiple years and may be utilized elsewhere on the vehicle. The anchor facilitates easy positioning of the headlights by fitting into a square hole in the sheet metal, allowing for an M6 threaded screw to be inserted. Currently, I have two of these anchors maintaining my headlights in place.
