You may need to fine-tune the extruder's position. When mounting the shroud, ensure there is roughly a 5mm gap between the nozzle tip and the lowest point of the shroud. If you adjust your extruder's placement, remember to reset your z offset carefully to prevent it from colliding with the bed. I'm currently utilizing an 80mm, 12v fan drawing .14 amps, which now responds to fan speed settings under maximum capacity.
