This is a custom tool for cutting 7-inch records, designed specifically for use in jukeboxes. Insert a standard 9mm break-off blade knife into the slot, and if it doesn't fit, try heating it up with a soldering iron to make it easier to insert. Leave about 2-3 millimeters of the blade exposed above the surface. Next, take a piece of wood and drill a 7mm hole in it, which will serve as the base for the cutter. Insert the pin into the wooden base and draw a circle with it. If necessary, adjust the blade by heating it up again to ensure that it is cutting exactly at the correct diameter (38.1mm). Finally, use the cutter to cut out the center hole on both sides of the record with a few turns of the handle.
