The BLS was formed on July 1, 2010 in place of the 6th Air Base and 1st Flight School Center that were disbanded. The base is located in a complex of an airfield-kaserne in Dęblin and is part of the 4th Flying School Wing. The main task of the base is to train pilots for the Eagle School, which is carried out on PZL TS-11 Iskra aircraft and SW-4 "Puszczyk" helicopters and Mi-2 helicopters. In addition, the Representative Company of the Air Forces and the Biało-Czerwone Iskry aerobatic team are stationed in the base. Since September 24, 2011, the Base has been named after Maj. Pilot Eugeniusz Horbaczewski.
