Insert a 623zz bearing from each side into the 40t 2GT pulley, then install! This 8mm wide pulley features a 1mm ridge running through its center bore. Adding two 3x10x4mm bearings will increase its width to 9mm. The 0.5mm of bearing protruding from the bore should simplify removal if needed.
