Trying to minimize fan noise on my Tevo Flash without major overhauls, I created a new fan adapter for a 40mm (4010) fan and matching duct. This upgrade definitely helps, but I was hoping for even better results. Now, I need to find a quiet 24v 4010 fan as the one I have is cheaply made, yet still beats the stock blower. It's very simple to install this adapter - you'll just need four 12mm M3 bolts and matching nuts to secure the fan to the adapter. Next, place the duct inside the cover and fasten both using the stock M4 nuts and bolts. I also suggest removing that fan grille from the cover for improved airflow. Even with the stock fan, this makes a noticeable difference. To remove mine, I used wire-cutters and smoothed out the edges with a Dremel (or round file).
