I designed this to use a 2 toroid 4:1 matching unit for an experimental Serpentine Doublet that works rather well. Winding instructions can be found online. These are fairly large toroids wound with 14 ga, insulated, 600v wire. PL-259 or N-connector for input and 400 ohm ladder line for out. A 3kv, 100nF capacitor between power and ground prior to windings may or may not help.
