As the water boils, it expands into steam, pushing water through plastic straws and causing the boat to move across the water's surface. When the water cools down, a vacuum is created that sucks more water into the exhaust, starting a cycle of expansion and contraction that repeats itself over and over again. Meanwhile, you'll hear a distinct popping sound as the steam expands and contracts - hence the "Pop Pop Boat" name fits perfectly!
