The architectural complex has a rich history dating back to the 19th century. At the beginning, it was the headquarters of the Assemblée Générale (the general assembly) in Odessa, a city that played a significant role in Ukraine's and the world's history. In its time, it had an atrium, several large windows, a monumental entrance hall with high ceilings, decorative stonework on the main facade, and an elongated courtyard. In 1921-23, under the direction of the renowned Soviet architect Igor Vintskevich (1911–1970), the Assemblée Générale building was reconstructed to meet modern architectural demands. This reconstruction featured a massive addition of balconies that extended above the third floor on all four facades. The project resulted in creating an elongated facade with monumental proportions and large openings that let in light. This stunning building with its rare combination of styles (from Art Nouveau to Stalinist Gothic architecture) played an essential role not only in the city's architectural landscape but also served as a center for scientific and educational events, hosting various institutions over time. The reconstructed complex hosted Odessa Polytechnic University's School of Radio Engineering from 1955 to 1972. From the outside, visitors can notice the unique clockwork decoration on the front facade with elements depicting various historical dates, symbols of knowledge, as well as notable Ukrainian and Russian personalities who contributed to education and the development of technology.
