A 37mm pepper delivery round for a Havoc flare launcher. Fill the finned base with hot glue to secure the wick fuse. Do not adhere the cap over the gun powder holder, as the ignition will cause it to push the ghost pepper cup off of the finned base. The ghost pepper cup should be lightly adhered to the finned base to secure it on and make the round air and watertight. The disk with the hole in it sits atop the launch powder, with the fuse going through the hole. Fuse should be cut at 45° to ensure the launch powder ignites the fuse.
