Recently I purchased a Wahoo Elemnt BOLT. I was under the impression (based on ads on the Web) that it would come with a 31.8 to 25.4 mm reducer to fit my classic Sakae Royal drops. It didn't. Wahoo has no plans to offer them in their sets, or separately, so I decided the simplest, cheapest, easiest answer was to design and make my own. I've provided two designs, one for the OEM mount that comes with the BOLT, seen on my (black stem) Specialized Hard Rock, and one for karlzhao314's design ( https://www.thingiverse.com/thing:3255166 ) which I've mounted on my (silver stem) custom Miyata One Twelve.
