I measured my Welch Allyn otoscope, manufactured between 1930 and 1950. I figured taking measurements of my otoscope specula would be smart since they'd likely be tough to find if I lost them. This is a slightly modified model of the longest speculum in the set (this one has a larger shaft). If there's no elephant foot, it should fit in the holder ring right after printing.
