I collect a large number of 18650 cells from old laptop batteries. To measure the internal resistance, I quickly connect the fully charged cell to a load and measure the voltage across the cell. This requires a four-wire resistance measurement setup that can be purchased as a kit on eBay. I found these kits to be unreliable and slow in operation, so I designed a custom frame dedicated solely to 18650 cells.
