I'm building a battery pack for my Mini Goose RC plane and placing the weight forward feels just right. I've found that at full scale, 18650s without or with a thin coating fit perfectly in place. However, if they have a thicker covering or are shrink-wrapped, it's best to scale them down by 2-3% for a snug fit. For instance, Tesla's uncoated batteries fit the case as is, but once they're wrapped in clear shrink wrap, scaling up by 102% results in a perfect fit.
