I need a 14-segment display for our Rubik's mixer and don't want to wait for the long delivery time, so I'm sending it over. Soldering SOP components with all these wires isn't fun, so I highly recommend using a pre-made SOP breakout board or the larger DIP package. However, I'm experiencing a weird issue where I can't light up all 16 LEDs at once (max 15 only), and it turns out the ICs might be damaged from overheating during soldering. I can light up any individual LED of the 16 there and also 15 of them at once, just can't light up all 16 together. Fortunately, the one that failed to light up with others is the red LED at the corner. I soldered a new set of ICs to expansion boards and don't exhibit this problem. Most reference schematics I saw tie the reset pin to high, including the links below, but I'm not sure if that's good practice.
