Ishan Orazay was born in 1809. He learned to write and read from a village mullah. The Uzbek ruler of the Turkestan region appoints Ishan Orazay as beks to collect taxes from the Kazakh people. After some time, he gave up this job and turned his attention to religious service as an ishan among local residents. Ishan Orazay devoted his work to preaching religion, teaching literacy, and guiding people on the path of namaz. On the opposite bank of the Syr Darya in a place called "Zinketere", he took up the position of mullah, opened a mosque, and taught children. Later, to establish permanent residence, he led the people and went to Karatau. En route, Sultobensky bii and dahey asked him to be their mentor and offered him residency in "Saryshyganak" on the Koksu coast. Agreeing to these proposals, Ishan Orazay remained living in this area.
