A scale tire machine for your shop is in order, requiring an M5 x30mm bolt and a spring to give it a polished finish. To add the finishing touches, I'd recommend employing a wing nut that's been carefully bent into shape or a T-nut for the tool head. This setup will accommodate rims up to 50mm in size and tires reaching a maximum diameter of 85mm.
